Julie Clapp graduated from Northeast Missouri University (Truman State University) with a Bachelor's degree in Elementary Education.  Julie also holds a Master's degree in education from Truman State University and certification for Reading Specialist. She comes to the Reading Specialist position with 29 years of experience as an elementary and Title I teacher.

Missouri Reading First

The Reading First initiative is part of the federal No Child Left Behind Act approved by Congress in 2002. Based on scientific research, this initiative is for grades kindergarten through third grade. Explicit and systematic instruction is achieved through the use of a core curriculum which has been assessed using the Consumer Guide.

The five essential components of Reading First are:

  • phonemic awareness
  • phonics
  • vocabulary
  • fluency
  • comprehension

Missouri Reading First has three main goals:

  • All children will read at or above grade level by the end of third grade.
  • The achievement gap will be closed for diverse groups by the end of third grade.
  • The number of children referred to special education in the primary grades will decrease.

Districts receiving the Reading First Grant in 2004-2005 school year are:

  • Brookfield R-III
  • Gorin R-III
  • Green City R-I
  • La Plata R-II
  • Milan C-2
  • Scotland County R-I

Additional districts receiving the Reading First Grant in 2005-2006 school year are:
