Missouri Migrant Education & English Language Learning Program

What is MELL?

The Title I-C and Title III programs of the No Child Left Behind

 

Act of 2001 have been reorganized in Missouri as the Missouri

 

Migrant Education and Language Learning program, or MELL. 

More about MELL: 

The reorganization of the Title I-C and Title III programs has been in progress since the NCLB Act was signed.  The underlying motive of this reorganization is to better serve English Language Learners (ELL) and migrant students with existing resources.  The MELL program is designed to prevent the duplication of services, and to allow for most of the funds to reach the districts that serve the needs of ELL children.  There are nine regional professional development offices, from which MELL operates to provide services.  The Department of Elementary and Secondary Education (DESE) fund the MELL office.  DESE also allocates funding to school districts for direct services to the targeted students.

A migrant student can be identified through the following criteria:

Any child who is between 3 and 22 years of age and does not hold a diploma or GED

 

AND

 

Has accompanied a parent, spouse, or guardian who has moved across school district boundaries in the past three years to seek temporary or seasonal employment in agriculture or fishing work

AND

This work is a principal means of livelihood.  This means that the work must “play an important part in providing a living for the worker and his or her family.”

A migrant worker (under the age of 22) can also qualify by meeting the same criteria.
